They've passed a couple laws here (hands free only, no texting while driving), but I haven't seen it impact behavior at all.

Yea, Texas just passed a law this year that says you can't talk on the cell phone in school zones. So I just be sure to keep an eye out for cops when I talk on the phone in school zones. If I see one I just drop the phone and yell, "SCHOOL ZONE", and then pick it up after I pass through.

I can't imagine the laws are going to have much of an effect on people's behaviors, and as mentioned, its just another excuse for Police to stop you and fuck up your day.
