PA should take a lesson from AZ
And no, I'm not talking about the immigration mess.
Rubberized Asphalt for noise reduction, increased grip, increased safety is old news out there. Put down a 1" layer of rubberized asphalt, knock down noise, increase traction and visibility by draining water faster, recycle old tires, and avoid flinging loose gravel everywhere. 4 db may not sound like a lot, but 3 db is perceived as "twice as loud".
I'll go one better, and suggest that they should also add ground glass. NO ONE wants colored glass (in terms of recycling), unlike clear glass which is easily recycled, and is actually a relatively sought-after recycled product. Ground glass added to asphalt makes it incredibly long-wearing. It's a perfect use for hard-to-recycle green and brown glass, and if you added the recycled rubber, I think you just might have the ultimate backtop. Looks really nice at night too...oooooh, sparkly.

tar and chip is a freakin' way of life around here but they do it after the road has already started to crumble to shit when it's too late to save the stupid road anyhow.
