Perhaps requiring that pitchforks only be used either outdoors or in hay lofts would be a reasonable restriction? As long as everyone knows the rules, it should be fine. An ad campaign would do the trick.

In most states butcher knives are tightly regulated (must have license and bushy mustache).

The restrictions would need to be loosened somewhat. Perhaps to qualify you would need to possess two of the following qualifications?

- bushy moustache
- two or more large and chunky pieces of costume jewelry
- half-open shirt exposing hairy chest
- ability to swear in a language other than English, at a volume no less than 96dB as measured from a 45 degree angle, and distance of 3 metres

Of course being the parent or guardian of a nubile teenaged girl would also be a requirement.
