I think it more depends on the bike more than anything. Different brands sound different on different bikes.

I hate quiet bikes. If I wanted to hear a sewing machine I would take up sewing. Plus most of my miles come in the form of racing. And being able to hear the exhaust helps me with the feel. Dunno why I just feel more at home. And like to hear whomever is behind me, if someone is getting close enough to make a move.
As for the cops thing. Riding like a tard creates a fair amount of noise even on a stock exhausted bike. So it may be a little easier to be stealthy that way. But the only real solution to that is to ride chill |

It's not a black or white issue. I prefer my bikes louder than stock but I certainly don't want an open pipe. I'm pretty happy with my bike's current Holeshot exhaust. Definitely quieter than my coworker's M4 exhaust. Another coworker has a cored exhaust and it's about as loud as mine (all three of us have 2nd gen SVs).

Depends on the bike. My exhaust isn't too loud unless you really get on it (Full exhaust) but I was really just trying to squeeze as much power out as possible since I'll have it for probably another 3-4 years.
My buddy had a RC51 that had twin FMF pipes. Crazy loud but I loved them. If I had a dual sport I'd want to make them quieter for sneaking down some powerlines.
