Why yes, I do. Do you see the option "View"? Try un-clicking "auto arrange."

I meant my edit of my previous message.

... but for that, see my previous post about pressing the "ALT" button and magically having another menu appear.

Ok. Got them to show up by checking "menu bar." There is no auto arrange icon. You can either sort by or group by. I don't know any other way to say that you can not manually rearrange things in Win7 other than on the desktop.

Since one of my own pet peeves is people who won't admit when their wrong, I'll offer an apology for this. You are absolutely right. I was working from memory and mixing up the menus from Vista and Win7. I'll see if there's a work around, or third party tool for you.

*EDIT* There's a 3rd party file manager called XYplorer that will let you do it. You're not alone in being pissed that this behaviour isn't present in Win7 though. The number of threads that I found on it on various boards, including the MS communities, was phenomenal. If I find a MS reporting link, so that you can register your displeasure, I'll send it to you.
