Its completely legal and moral. He could be selling it so you can register a hand built bike. Or, he could be selling it immoral reasons that you'll never know. |

Ok so say for instance that it is for immoral reasons. How hard it is to grind off a VIN and stamp a new one in it's place? Would it ever look factory? I would think that it would be very hard to make it look original.

Sure, but what if I bought a track bike with no title, I check teh vin on carfax and its clean, everything is good, not stolen and all that, and then I want to street it?
