It's an old style of construction referred to as "double-brick." Both the internal and external walls are brick, usually with a small void in between. In this case nothing else was used to reinforce the construction so when the mortar deteriorated, the wall came down.

Yup, pretty much to the ground. It's just a shell of barely able to stay upright brick walls now.

The lights I was backlit in the Library building and those lights can't be turned off.
