Well yes and no. When you burn something organic and directly inhale it, there is not enough surrounding oxygen for the CO to react with and thus the C0 ends up in the lungs. Since CO has a higher affinity to the hemoglobin than O2, it is taken up to the brain and brain cells can die. But, when you breathe in car fumes, the surrounding 02 will react with the CO before it hits your lungs. 100% of it will not be converted of course, but much better nontheless. However, car fumes contain 200 or so other chemicals which can't be all good either, especially without a cat.
