Default PA should take a lesson from AZ

And no, I'm not talking about the immigration mess.

Rubberized Asphalt for noise reduction, increased grip, increased safety is old news out there. Put down a 1" layer of rubberized asphalt, knock down noise, increase traction and visibility by draining water faster, recycle old tires, and avoid flinging loose gravel everywhere. Plus, the road lasts longer. New pavement is GOOD. TAR AND CHIP IS BAD!!! Go figure.
