Good point. While there really is no way to be completely prepared for a disaster, good decision making afterward will definitely mitigate the effects. In the case of Katrina the bad decisions made by the governor of Louisiana and the mayor of New Orleans both prevented help from arriving in a timely manner and dramatically increased the suffering of the people affected. The Bush administration shares the blame by not making the decision to override the state and city officials and immediately ride in, they should never have waited for aid to be requested like they did.
