My first thought upon reading the title and the article was "hope she doesnt have a pacemaker". He could have killed her. She could have suffered a heart attack if he physically restrained her to cuff her.
SHE could have caused him to get hit by a car as well as herself by refusing to move away from the road side. Im still with GRex on this one.
