I'm thinking it's a hill-climb bike, small displacement Excelsior-Henderson?

Yep, not bad. It's a Morbidelli V-8!

It's a small Italian firm that made hugely successful 50cc GP bikes for a while, and even had some success with larger bikes, and for some reason theowner just decided to make a 1000cc, v-8 road-going bike. It bombed.
