I have. What I got was the same as what I had from my employer, it just wasn't cheap. If you have an expensive pre-existing condition it might be your only choice, no existing conditions and you can probably find coverage for less. After my 18 (?) months of cobra, I joined a local small business association which had group coverage and as long as you had coverage, pre-existing conditions were covered.

No, I am pretty well versed.
My wife is on it currently though. I was unaware of the provisions of the 2009 ARRA and the premium reductions it provided. It looks as though the qualification is pretty straight forward and the income threshold is high enough that real people will actually be able to take advantage of it.
