I've said the same thing about iraq

So here's a thought: did shin really betray the red dragons? Or had vicious ordered him to assist spike in his journey to the final confrontation? Or in a third option, did vicious know what he would do and let him live? He doesn't miss much

I think Vicious simply didn't see him as a threat, which is probably closer to your third option. Vicious was clearly doing everything to draw Spike toward that confrontation and if letting Shin live and assist Spike fit into that plan, so much the better.
