Pretty much. I prefer the heat but lived in Boston for 5 years during some pretty bad winters. Jeans are the only thing I found that won't roast you once you get inside.

You can also get a wool top coat, they generally end a bit below the knees and you can sometimes find them with removable insulated liners. You can wear them with just about anything and I find them warmer than trench coats. the only real drawback I find with them is since they are commonly single breasted instead of the typical double breasted trench coat they can let in a bit of cold air up front if you don't keep it wrapped up. You can find 100% wool ones easily in your budget and I've come across some 100% cashmere ones for your budget number.

Good luck and say goodbye to shorts for 6 months of the year.

By the way if you get a pea coat, don't get some cheap crap at the mall like Eddie Bauer. The wool they use isn't dense enough to protect against the wind. It's just for hipsters who want the "look" of a navy pea but don't know shit about what it's supposed to be like.

Go to schottnyc.com and get one of theirs. They were an official supplier to the Navy, and their wool peas are so dense they could stand up by itself if you propped it up against a wall.

My husband survived school in NY and he grew up in Miami. How'd he do it? Navy issue pea coat.

When in doubt, check out stored that carry construction clothing. They will have those lined jeans, that others have mentioned, and they're damned warm. One simple trick is to wear windbreaker style nylon pants over regular jeans, when you're out in the cold. They pack down to nothing and add several degrees to your cold tolerance.

Forget pea coats and such. Get yourself a coat that's designed after the classic survival parka. The same stores that carry the lined pants will have the coat. It's relatively inexpensive and far warmer than the alternatives. You'll also be grateful for the hood, when the wind is up.

A quality pea coat is a must. I have one I used in NY, and all of my trips to cold destinations in the Winter (Chicago, NY, UK, Canada, etc.) Great bang for your buck.
