The point of the bill is a good one, but without reading it, it's hard to say how far it goes without reading it.

We have the opposite problem. People on welfare having too many damn kids. Hell, one lady has eight kids and she aborted her nineth and stuck it in their freezer. The shit stained man didnt work and just kept knocking her up so you'd get more money.
